The national "863" plan, "973" plan and the "11th Five Year Plan" high-tech industry development plan all classified lithium iron phosphate battery as a key support field, but the battery production technology requirements are relatively strict, resulting in high battery prices, which are only used for electric motorcycle and a small number of cars. Therefore, there has not been a large-scale scrapping of automotive power batteries, and a professional system for recycling and utilization of automotive power batteries has not yet been established. The existing recycling system has certain problems and low recycling efficiency.
This problem is mainly caused by the following aspects:
(1) Low recyclable amount
A large number of waste batteries are scattered in the hands of the people, but there is no place for them to be disposed of by the public. As a result, the amount of waste batteries recovered from individuals is almost zero. The vast majority of the recycling is from the production process of production enterprises or inventory of old materials, and the number of large power batteries recovered is even smaller.
(2) The recycling system is not sound
A specialized system for recycling batteries has not yet been established in China, mainly through extensive collection in small workshops. China is a major producer and consumer of lithium-ion batteries, but due to its large population, the per capita battery ownership is relatively small. For a long time, recycling companies have not recycled individual lithium-ion batteries that do not have recycling value.
(3) High entry threshold
Enterprises that wish to engage in the recycling and treatment of waste batteries must apply for a hazardous waste business license in accordance with the provisions of the Environmental Protection Law of the People's Republic of China and the Management Measures for Hazardous Waste Experience Licenses. However, there are not many enterprises that can meet the qualification for large-scale recycling, but rather a large number of small and low-tech companies, which makes it difficult to collect batteries in a centralized manner.
(4) High recycling costs
A large number of lithium iron phosphate materials are applied to the positive pole of power or energy storage batteries, and the demand is far greater than that of ordinary small batteries. Its recovery has high social value, but the recovery cost is high, and lithium iron phosphate battery does not contain precious metals, so its economic value is low.
(5) Weak recycling awareness
For a long time, there has been little publicity and education on the recycling and utilization of waste batteries in China, resulting in a lack of in-depth understanding of the pollution hazards of waste batteries among citizens and a lack of conscious recycling awareness.
